Government can then refer to case studies based on lessons learned rather than learning these lessons themselves (thus potentially saving millions of tax payer dollars).
I wish everyone would adopt this approach. We would be a lot further ahead in achieving our conservation goals if we did.

university-wide system will heat and cool more than 45 buildings and span
the entire 660-acre campus.
It will save $2M/yr in utilities.
Now that is innovation with a payoff.
