		<description><![CDATA[So often spills are described as risks, but to some degree, spills are a predictable outcome of operation.
Based on publicly available documents, the Keystone pipeline comes with an expectation of ~80,000 barrels spilled over the line&#039;s lifetime.
Keystone XL, based on its length and assuming similar performance (which is significantly better than US average) the expectation is of ~60,000 barrels spilled over its lifetime.
