the internet. The question should be ask of national media networks,--- 
Why if ballast water present  major economic problems to the Great Lakes
 States which will affect our counties economy and jobs along with 
causing international concern from Canada,--- along with the potential 
human health risk of bacteria and virus and irreversible  invasive 
damage to the largest fresh water Eco system in the world---  and as 
ballast water induced cholera ravages underdeveloped countries around 
the world--- WHY WILL THEY NOT BROADCAST THIS NEWS TO THE  AMERICAN 
PEOPLE?

If all American ports were to have equally strong national ballast water
 law, the only jobs that would be lost, would be those of foreign 
manufacturing as the cost incurred to import foreign goods  on these 
ships would rise , allowing American manufacturing to be more 
competitive. The following sentence is from a report to Congress in 2009
 about the cost of fixing the national security issue of ballast water  
&quot;Most of this expense will be borne by

foreign shipping companies, as the U.S. flag fleet is a small percentage of the global fleet,16 and

likely passed along to consumers of products imported on these ships.” ]]></description>
