The House Science and Technology Committee voted for major
research and development funding for solar energy, with a special directive for
the Department of Energy to emphasis growth in high unemployment areas.

"Energy demand will continue to grow, but it won't be met domestically
unless we aggressively invest in these technologies," said Rep. Gabrielle
Giffords (D-Ariz.), who introduced the bill. "Other
countries get it, we don't, we are falling behind."

In addition to authorizing $2.5 billion in funding from fiscal year 2010 to
2015, the bill establishes a "Roadmap Committee" to direct the DOE on the
allocation of 75 percent of the money.
